- Loot the generic chests before the gold end chest — the gold chest is where the faction-specific reward actually drops.

Here’s the mechanic that actually matters if you’re farming these camps for gear: every faction base spawns at one of two fixed level tiers, and each tier has its own separate loot pool. It isn’t that a cleared camp “levels up” the next time you visit — the game is choosing between two pre-set versions of that base, a lower zone-standard tier and a higher one (usually 55 or above), and the higher tier’s gold end chest carries noticeably better faction-specific rewards. The first time a base I’d already written off as a low-value stop rolled into its higher tier, the difference in the end-chest reward was obvious before I’d even opened the second generic chest.
This is separate from the world’s overall difficulty curve, which doesn’t scale to your character level at all — Palworld’s zones are persistent and fixed, with areas near your original spawn sitting around level 1-15 and the dunes, tundra, and sanctuary regions pushing past level 40 regardless of how strong you’ve gotten. The two-tier system is a per-base roll layered on top of that fixed zone difficulty, not a response to your progress.

PIDF: The Wanted System and Bounty Board
PIDF doesn’t attack on sight the way Syndicate camps do — they only escalate once a crime is actually witnessed. Three actions register: Assault (attacking a non-hostile NPC or merchant, trying to capture a human with a Pal Sphere, or grabbing a working Pal at a settlement), Trespassing (entering a Wildlife Sanctuary), and Poaching (capturing a Pal inside a sanctuary). Both Trespassing and Poaching start at a level-1 charge. Critically, your own Pals dealing damage to non-hostiles doesn’t count against you — only your own actions, and only if a non-hostile NPC or PIDF officer sees them.
The first offense triggers a “Criminal Activity Underway” warning, which is a notice, not a punishment — stop and it fades. Keep going and it escalates to full Wanted status, at which point PIDF officers spawn continuously and attack on sight, with the charge severity setting how many show up and how tough they are. Can you actually capture a Syndicate Thug like a Pal?
Technically, yes — human enemies can be targeted with a Pal Sphere. In practice, the capture rate is poor even with top-tier spheres, and a captured human only performs basic work tasks once you have them. It’s not worth spending a Giga Sphere on when that same sphere has a real shot at a rare wild Pal instead.
Is it worth fighting the Free Pal Alliance if they’re supposedly the “good guys”?
Their stated goal is opposing Pal exploitation, but that doesn’t extend to tolerating you on their territory — they’re hostile to trespassers the same as any other faction, and their camps follow the identical two-tier loot structure. There’s no in-game moral discount; treat them like any other faction base worth looting.
Why did a camp I already cleared come back stronger?
You didn’t make it stronger, and it isn’t scaling to your level — that base rolled its higher loot tier (55+) on respawn instead of its zone-standard tier. Palworld’s world difficulty is fixed by region, not adaptive to your progress; the tier you get on any given respawn is closer to a coin flip weighted by that faction’s specific tier list.
Does poaching Pals inside a Sanctuary actually matter if no one’s around?
Only if it’s witnessed. A Poaching charge requires a non-hostile NPC or PIDF officer to actually see the act — no witness, no charge, no escalation toward Wanted status.
