Is Two Shot always better than Instigating? No — Two Shot wins sustained fights against multiple full-health targets since the bonus projectile applies every shot, while Instigating only doubles damage on that first hit [2]. For a sneak-crit build ending most fights in one shot anyway, Instigating’s flat 2x multiplier usually out-damages Two Shot’s smaller, repeated bonus.

Do I need Far Harbor or Nuka-World for a complete loadout? No. Only 2 of the 15 (Kiloton Radium Rifle, Atom’s Judgment) require Far Harbor, and none require Nuka-World. The base-game 13 alone cover stealth, VATS, melee, and heavy builds.

Why isn’t a farmed Two Shot Explosive legendary on this list?
